This error comes when terraform kubernetes provider don't have access to the eks cluster but since in kubernetes/main.tf file the kubernetes provider has all the necessary things to access the cluster. so, this is an unexpected error and may not come next time. You can try to do terraform apply again. Or maybe you can also try to change the terraform version.
